You need a special permit to import magazines. I'm sure people have done it in small amounts without getting caught but I've looked into the regulations and it's not legal without the permit.

You also need to be registered as an importer of defense articles / etc etc. You dont specifically need an 02(iirc) ffl, but you have to register with the department of state for mags / non firearm parts / etc etc and receive approval for every defense article you import / export.
This is not a field you want to fuck up in.
