Read the official Pakistani spokesperson's statement today regarding this. He said Pakistan specifically went in today with the idea in mind that it would not inflict casualties because it didn't suffer casualties when India attacked some trees the other day.
He said the jets flew above military installations and locked onto them, but did not shoot because Pakistan didn't want to cause damage and instead shot at fields next to the installations to prove a point.
By that time, Indian MIGs gave chase and one of them stupidly enough crossed into Pakistan and the rest is history.
