The 2nd amendment means what it says. It guarantees the right to bear arms to civilians, and provides militias, which are raised ad hoc from civilians using their own weapons, as a purpose for that right. Even if militias are irrelevant, which isn't really for the government or anyone else to say except by getting 2A repealed, the right is still guaranteed.

And yeah it clearly doesn't mean the national guard lol, you can't just reinterpret part of the Constitution in conflict to its own language to make it go away.
