Black powder cartridge firearms are still covered under the NFA as long as they were made prior to whenever the antique cutoff year is (1899 I think). Although Wikipedia says cartridge-firing SBSs are still subject to the NFA, regardless of date of manufacture.

"smoothbore pistol" is an NFA category, it falls under AOWs. That's how things like the Serbu Super Shorty are categorized.

Yes, that's the problem. It's not "black powder" which makes the gun legal. It's the fact that it's a muzzle-loader which does. Black powder arms which fire cartridges (i.e. break-action shotguns) are considered firearms.

it's not really the powder that matters it's the fixed cartridge. there are muzzle loaders that are designed to use smokeless powder.
you can have breech loading firearms that don't use cartridges.

Since you aren't really going hunting with it, you could probably get away with a somewhat shitty load so long as the powder doesn't get loose from the first barrel firing.
Shotguns are very low pressure compared to rifles, should be fine, the only part I'd worry about is the latching mechanism but it's usually overbuilt.
