Why can't it be done with NICs or other shorter methods? Even in gun loving Texas or Arizona it can take months.

Because the NFA branch is not big, modern or well funded. It didn't used to be an issue till the suppressor industry started making big gains. Fact is they can't accommodate current workloads.
