The most capable in terms of size, technology and logistical capability in Africa is Algeria and in South America its Brazil (though its Navy is bordering on a scrap iron flotilla)

Despite all this being much smaller than Egypt's armed forces equipment, Algeria doesn't have the same "buy from everyone on credit" resulting in a logistical nightmare like having 4 types of frontline fighter aircraft; and its military budget is about twice as large.

Well most of what it has of it’s budget is always directed at the army.
It has lots of helis, tanks, SAM, infantry, APC because as a military it’s mostly geared for land warfare, due to obvious geographic and historical reasons.
It may not spend that much, but take into account that things are cheaper over there thus reducing R&D and labor costs, and almost all that is spend is directed at land based forces.

Any romance language is better than the rape-baby clusterfuck that is English. There are so many loanwords and exceptions to rules in English that immigrants have difficulty learning it.
