No, any gun over .50 cal with a rifled barrel is a destructive device to my knowledge, the only reason shotguns escape this is because they are specifically listed as the exception via their specific ammunition I believe(I.e. Unless it shoots 12 gauge because a gauge is not a caliber), however a weapon that is rifled, and shoots 12 ga, and is under 18 inches is definitely a DD, unless it is a revolver because elitism.

That's why 50BMG is legal in a rifle, but in a pistol format it is a destructive device. So what does this mean... well, that any 12 gauge or 20 gaugepistolwith a barrel less than 18 inches would be an NFA item - if the barrel is smooth it would be an AOW, if the barrel is rifled it would be a DD.
So i guess the best route would be to do AOW.

no, that's totally retarded. you can get an actual 12ga double-barrel gun for not much more new, and much less used. I wouldn't trust this thing to not explode as a conversion, even with the absurdly short barrel which is going to make it a weak POS.
you can order any 'muzzleloader' to your door including revolvers. far superior guns for far less ($200 is a common lower range price). there are also smokeless powder capable muzzleloaders.
