In video games, it is super-common for all the low-tier bad guys to be wearing face-concealing garb to dehumanize them. Sometimes, it makes sense, like for a cold environment, other times it has no real justification. These guys, however, are in Brazil, nowhere near anyplace cold, so I'm guess their masks are purely for protecting their anonymity.

If you just accept that the system is fucked and accept whatever bribes come your way it can be a very cushy setup. In a lot of countries, the opportunity to reap the rewards of being blatantly corrupt is genuinely part of the appeal of law-enforcement.
