drop 50-200 of these on a concentrated target and have them mag dump on a timer/altimeter would be effective and cheap as fuck. Would probably reduce damage on sensitive targets.
Obviously with the MIC theres little incentive to seek unconventional methods for the sake of reducing costs

how expensive do you think bombs are? literal chemicals mixed in a barrel vs stamping, casting, milling, heat treating, and assembling a rifle and its ammo with materials that by them selves cost more than the bombs. even if there were an extreme surplus of rifles the effectiveness vs just using the bomb would be enough
