Apparently in the UK you can find old police issue vests that are kevlar + chainmail for bullet and stab protection. New ones probably cost £300-500. Second hand ones on ebay cost as little as £50

Eh, soft body armor isn't something you want to buy used, unless you're larping. Plate carriers and plates don't expire, but kevlar loses its tension as time goes on. It doesn't make it useless, but it does weaken over time.
