Increase production and availability of rubber bullets and simmunitions and drive down the costs. Then market them directly to potential mass shooters

With math. Let's say every mass shooting is a school shooting, and every school shooting kills 49 kids, 50 including the shooter. There's a little over 50 million children in schools. If we can increase the amount of school shootings to 100,000/year, we can completely eliminate school shootings by the year 2030.
It won't be easy, but it might be possible if we give children access to enough PCP, say a gallon per kid. It'll be like a purge, except cuter.

Also, bring back inpatient mental health care. There is no reason for somebody like an Adam Lanza or a Cho Sung Hui to be left to their own devices when it's obvious that their life isn't going to function well without a major intervention by trained professionals. This option would also have the benefit of saving a fuckton of lives from suicides and homelessness.

Having professional psychologists on staff with educational institutions and having mental health care be free as a part of the educational system would also be a good idea, because a lot of people develop mental illnesses in their teens, but don't seek help because they don't have the autonomy to spend money on these things, and/or they're afraid of their families finding out.

Oh, and bring back mandatory PE. Exercise gives you endorphins. Endorphins make you happy. Happy people don't kill people.
