They don't happen a lot now because most air combat is massively one-sided, and over barren deserts where you can't use terrain features to close the gap. Between two advanced and well trained air forces where both sides know how to defeat missiles in BVR? Yes, WVR engagements are guaranteed to happen. It may not be WW2 style dogfighting where planes are staying within 1000 ft of eachother, but I bet most kills would be within 3 miles.

Dog fights are rare, but that happens when you're fighting shit airforces such as kebabs. In a war with russia, most likely dog fights will be 50% of the air combat hapening. Let's not forget that the most succesfull vietnamese pilots were actually russians fiiling in for the gooks while the gooks got the glory on paper.

don't underestimate the russians. the germans made that mistake once. And the georgian war, i don't think the russians considered the georgian war, a war, more like a party, drinking and shooting. Even a limited war with America or europe would be treated way more seriosly.

assuming that 2 decently equipped country have the capability of jamming the shit out of each other then yes visual confirmation and dogfight will most surely be happening

Yes they do, since you rarely go from nothing to full blown war, and visual identification is commonplace in peacetime.
