MANPADs are significantly more rare than your normal unguided or wire guided anti-tank missiles, and you need to be within a certain distance of takeoff/landing to be in the effective range. Against military targets they're likely to have the land near an airport decently defended, against civilians its less of an issue but still a strange waste of a comparatively rare resource. If all you want is to kill ~200 or so civilians you can do that with a truck bomb, don't need to source an IR guidance system for that

for a terrorist there are much softer targets. for 'legitimate' militaries airliners are a great way to get the world real upset at you

Well for a start you'd have to get what's technically called "very very close" to the runway. Even on approach the planes is still travelling really fast, and the RPGs range isn't that great really. And airports have this thing called "physical security". Guards, fences, attack dogs etc. Fences being the most important thing since almost every airport has a large area around it for safety reasons. You'd have to be about on the fence line.
Secondly, to hit a airliner with an unguide rpg, you'd probably have to be pointing it more or less straight up, and to prevent ruining everything and killing yourself with the back blast, you'd want to dig a deep hole like those somali niggers to accommadate it. Now it may be that the security of an airport might take notice of a guy digging a deep hole 5 meters from the perimeter fence with a stack of rpgs next to him.
None of which matters anyway because you'd never hit it anyway.

longer answer; The technology of ordinance (other then gunpowder) that can reliably remain on the shelf for 20+ years after manufacture is a relatively new development. most of the solid fuel rocket motors and warheads are usually considered less then reliable by their manufacturer after just a few years. Its kind of like a 'best if used by' date on a container of milk, it might still be usable, but it might not be worth the risk. A lot of the black market AA weapons would likely be either cold war era manufacture or weapons captured from armories during civil wars. Many of those would be of questionable quality or reliability upon manufacture, let alone after the effects of improper or long term storage. Realistically, reliable AA systems would not likely be available to the black market. the ones that would be illegally sold would be the much less reliable ones that should've been destroyed years ago.

Problem with commercial airliners is that they use multiple engines so a heat seeking MANPAD wouldn't only realistically destroy 1 out of ~4 engines. That's still enough for a plane to land with and you're not getting another shot before the tower spots you and the FAA sends it's goons.
