There's a couple of things going on here. The first is that officers basically get into a sort of dick-waving contest that doesn't end until someone actually gets hit. If that never happens, they'll just keep walking around and waving their dicks.

The second is that it is possible to discern whether incoming fire is accurate from experience. If it's not, you can just sort of ignore it until you hear that someone's actually aiming at you.

Related, when you're an officer who can walk wherever you want instead of a grunt who has to take up a position and start shooting, it's often possible to put yourself somewhere that *looks* a lot more dangerous to Joe than it actually is is.

These things feed off of each other, and it's also common knowledge that appearing unafraid is excellent for morale, so yeah you do get guys walking around under fire like it's not big deal.
