To be honest, European countries haven't used much money for military affairs because Russia hasn't been that much of a threat and USA has helped European countries militarily.
This only means that European nations would have to put funding into their militaries (happening right now) and make new defense alliances (happening right now) to counter the possibility of USA not concentrating its efforts against russian aggression.
Europe as a whole has all the know-how to make modern weapon systems and nukes, it just hasn't needed to do it.
If they did, well, that would be a war between up to 500 million europeans and 140 million russians, with both sides having modern weapons in vast amounts. I don't think it would include much steamrolling.
So why would tactical analysts be so terrified of a Russian invasion of Europe. When Putin is literally fucked once he crosses into Poland/Northern Ukraine.

After WWII, the Philippines was recognized as an independant country, and then some years later, Marcos wound up in control, and was a “friend” of the USA. The US also had OSS contacts in Tibet before the Chinese takeover, and secretly trained Tibetan resistance fighters in the US by the 10th mountain division and OSS. The US also has a strong military relationship with Taiwan.
