Probably the second one. The F-117 can't do anything an F-35 can't, and given its age I can't imagine the upkeep would be any less expensive either. My guess is either training forces to detect stealth aircraft, or testing new RAMs and such. The Nighthawk is such a unique design, aerodynamically, that I can't imagine any sort of new avionics equipment they put on it could be tested for aircraft like the F-35 or F-22.
