its the cheapest semi-automatic available here. The Armscor GI 9mm (~USD230) is what you'll typically find carried by guards as their companies can get them for discount prices. Otherwise, you'll see them carrying .380 PPN or the 9mm Norinco 213. If not an automatic then usually an Armscor or other .38.

Base model shotguns here are typically sold with just the pistol grip . But, yes, laziness and lack of training. Most guards really just loaf around and are glorified doormen. Quality security companies have their guards trained and have stocks. What you saw probably wasn't a SPAS-15, it's most likely a Shooters Arms SAS-12. Its a pump shotgun that looks like an AR > pic related

I doubt guards are even supplied properly considering most of them are old men (50-60) that I hardly see even carrying a handgun, but I also haven't seen any serious looking guards at banks and shit. I'd guess its gonna be something German though.
