To amend the Internal Revenue Code of 1986 to include armor-piercing, concealable weapons

(n) Armor-Piercing, concealable weapon.—The term ‘armor-piercing, concealable weapon’ means any weapon or device capable of being concealed on the person and from which can be discharged through the energy of an explosive any of the following rounds:

“(1) .450 Bushmaster.

“(2) 5.56mm (including the 5.56x45mm NATO and .223 Remington).

“(3) 7.62mm (including the 7.62x39mm, .308 Winchester, 7.62 NATO, 7.62x51mm NATO, .30 carbine, 7.62x33mm, or 300 AAC Blackout).

“(4) .50 BMG.

“(5) 5.7x28mm.

“(6) Any other round determined by the Bureau of Alcohol, Tobacco, Firearms, and Explosives to be capable of, when fired by such weapon or device, penetrating the standard body armor worn by law enforcement officers.”.

Even if they don't have the chutzpah for that, and go with, let's say, level II armor as the standard, any handgun cartridge over .380 ACP can be loaded with light/fast bullets to do it. In fact I expect .32 ACP and .380 ACP can do it too, though I haven't seen any testing of those rounds with light copper bullets.

"capable of being concealed on the person" is more-or-less copied from the definition of an AOW, and in that context it is read as "less than 26" OAL".
It's meant to appear to be targeting AR pistols (plus the FiveSeven), and IIRC Safety Harbor does sell a .50BMG AR pistol. (Though I think it's only a pistol on the basis of barrel length, but not affected by this because OAL over 26".)
And of course we're not supposed to notice that it gives ATF the ability to include practically every handgun on the market.

But most shotguns are not under 26" OAL, so not considered as concealable.

I wouldn't be surprised if they promote lowering the standards of vests police wear, if they'll even be allowed to wear any, just to get more calibers on the ban list.

Years ago some gun magazine did a test where they put a vest on a dummy rigged with sensors used to determine the effectiveness of baton strikes. I don't remember if they used a shotgun at all but a 45 colt, which didn't penetrate the vest, applied enough force that they determined your chest would have been pushed in between 6-8 inches...

Its a toss up. Soft body armor, with no trauma reduction system? Your looking at broken ribs and possible internal bleeding. That's a hell of a lot of energy being dumped into your chest in a small area, even without penetration. Especially at very close ranges. Its a type of wound you would see in a car accident, no penetration but massive amounts of energy being dumped into a persons internal organs. That is very potentially lethal, just not immediately lethal. Those soft systems are meant to stop handguns, the most common type of firearms used in crime, a IIIA or II soft system isn't supposed to handle that much energy.

I know but my issue is with the statement that armor might, should it not actually fail, allow your chest to be caved in in such that it would kill you. I could see bruising and broken ribs if you're standing right in front of the shotgun but even then death seems like a stretch, especially since the slug presents a larger surface in the first place.
