There were metric shitloads of MP5s already in the inventories that the UMP was pushed towards filling, and it quickly became apparent that said MP5s were pretty much superior in every meaningful way to the UMP. It was a hard sell to make people pay money for an inferior SMG to replace the one they already had.

Ok, nothing really went wrong, as it did see many military contracts. However, HK made it reliable as fuck through making the blowback action insanely rough. Insane recoil and reliability. So its not really suited too well against the low recoil mp5 in police work.
