They will not enforce this because it is illegal and unenforceable. If they actually arrest someone, then the arrestee will have standing to take it up in court and get the law ruled illegal.
This is why the Harrisburg municipal law is still on the books: because the cops wont enforce it, because the city knows it is illegal
