I mean, it fires once every trigger pull, with no input from the shooter needed. If you have a model with internal hammers, you don't even need to do that. Would it TECHNICALLY be a semi-auto?

They usually have one trigger per barrel, so probably not. There's no feed mechanism or anything, so it's probably better classed as two single-shot breech loaders fused together. It would need to be able to load a round on its own for semi-auto to apply, otherwise a boltgun could be considered semi-auto as well, since every trigger pull fires one round.
What I want to know in this regard is if fanning the hammer of a single action revolver counts as automatic fire, since you're technically holding down the trigger and firing more than one round per trigger pull. Is that classed in the same regard as that AR lower with a crank instead of a trigger, so it's technically not fully automatic, but fully manual, for lack of a better term?
