If you want a good summary of Russia's present and future, here, I'll do it for you.
The Russian Federation has maintained BOTH a extremely low birth rate and a short life expectancy and spent 15 years engaging in zero meaningful technological advances, and in a few places, like torpedo tech, went backwards for a while.
A birth rate on par with Japan at its worst and a life expectancy closer to SubSaharan Africa than Europe, if it wasn't for the massive ethnic Russian migrations into the federation, they would have begun shrinking in the late 90s, and if it wasn't for the follow on wave of Muslims in the 00s and 10s, they would have begun and sustained harsh numerical contractions from the late 00s onwards. They were using corrosive and maintenance heavy Peroxide fueled torpedoes, couldn't keep them up to par or replace them as necessary, and that caused Kursk. During the 1st Chechnyan War, they couldn't supply their own tanks with the necessary equipment and couldn't stop corruption from selling everything out. And since 1979 they have been incapable financially and morally(in terms of morale), use the old Russian trick of a continuous flood of firepower and men into conflict zones until they won and then garrison the place.
For example, in the Russo-Japanese War, right up until news of Tsushima, Russia was continously re-enforcing the Far East and maintaining significant military presence. Had the war lasted another year, the Russians would have reclaimed everything they lost and would have had 400,000 men in the Far East.

Had they fought like an Imperial Russian power they would have flooded the area with ever escalating amounts of men and firepower and taking and holding land, or like a Communist Revolution where they fight for eternity until they win and always increasing the logistical trains of support, they would have won.
Possibly with 700,000 thousand Red Army soldiers with some Warsaw Pact members coming along, and having trained and recruited up to 500,000 thousand local Afghans for use in both assaults and verifying if whoever they saw were locals going about their livelyhoods or not.

If that nonsense had happened anytime before Brehznev and after Catherine it would have ended with the expulsion of all ethnic Chechnyans from the Caucuses, not just the Russian Federation, and they would be joining the Circassians in exile.
