Perhaps. Its rumored they figured out how to slow down time, but that doesnt mean you would be “faster”. You are still limited by the speed of chemical reactions in your body required for thought/movement/etc etc. The real application is for torture. You slow time for a prisoner and torture them for an hour, and for them it feels like months have gone by.

I can not confirm if such a technology exists but it would likely use a combination of amphetamine-like stimulants and electrical brain stimulation.
It's entirely possible that the tech is dangerous to the user or works inconsistently. A less scrupulous nation would use it recklessly and not care about the casualties.
