Obama looked back at history and feared providing arms and supplies to rebels like the US did with the Mujaheddin in the 80's before they turned those same weapons and armament against us as Al Al Qaeda. The best way of dealing with Iran is to stack the alliance system so that Iran has to fight in its most expensive format so that when they are exhausted they will not be capable of being athreat.
