We saw this kind of thing a lot during the balkan wars for example. Many arms were trafficked through germany on their way to Croatia quite a bit. And there's some good rumours that it was backed by the American government in some way as they knew the Croats were the best chance to take down the Serbs, since the Bosnians had very little consolidated power for themselves.

The Balkan wars mostly stood out as a grouping of conflicts were the serbians raped everyone for a few years because they knowingly horded all the guns and tanks and all the shit that kills people, And left everyone else with pretty much nothing. Public industry and stockpiles were supposed to be transferred into private hands, but there was no latent legal business class to buy these sectors. Often they were bought by organized crime. Sometimes bureaucrats and officials would simply transfer ownership to themselves or to family members. In many many cases, some guy in charge of Bumfuck Tractor and Machinegun Factory Karl Marx #37, or managing a big storage warehouse, would call his cousin living in the west. They would arrange the sale of everything on hand for hard currency to importers or brokers in the West, or to the third world. That's how lots of crap came to the US in the first place.
