use needle nose pliers and literally pull the bullet off the round. powder will just spill out.

just pull it out, the neck of the casing is what is holding it on (through pressure). just be aware the powder might fly out if youre not careful. also be mindful of the primer on the bottom of the round. its very unlikely youll hit it but just be aware of it regardless
