Other than a 22 suggest a CZ 527 with irons. It's small, light, European to fit his faggot sensibilities, cheap to shoot and in a round with more of a bang than a 22. The 7.62x39 version is an interesting novelty and the stock will crack but CZ will take care of it.

Seconding the Ruger PC; the takedown option also lets you stash it in a neat FSDC Caretaker bag. It's a really good first gun in today's market: 9mm ammo is the cheapest centerfire ammo out there, it's very fun to plink with (especially once you throw in a 33 round stick or 50 round drum), with JHPs it can do great for home defense and handles more accurately than a pistol. Out of the box it's great, but you can really kit it out for home defense with a red dot, light, and even a compensator if you're so inclined.

Plus it unironically takes Glock magazines and will be a good companion for a Glock 17/19 down the road.

IIRC it's going on sale lately for $400 to $450 shipped, so it should be within your budget.

But if that's too much, just get a Mossberg 500 - or, if that's still too much, a Maverick 88.
