Once the Navy realized the vertical gun system was a meme, they should've just navalized an existing L52 SPG turret. Instead, they decided to continue the special snowflake bullshit and ended up with a gun that can't use any ammo currently in service. At least its VLS cells are larger than the ones used in Burkes and Ticos, so it can use the new generation of big-dick missiles without refit.
Frankly, for all the money spent into creating a glorified arsenal ship, the Navy could've copied the general plan of the Kirov-class battlecruiser and adapted it to suit USN tastes. Could have probably gotten more than three ships out of it, too.
Though at least the three existing ships can be easily converted to railguns due to the considerable spare electrical generation capacity.

Modularity for equipment this big is a meme, warships should have a specific function/functions and should be purpose built to stick to those functions. It's fine to design something with some level of modularity in mind so that upgrading can be done with less waste and less expense but modularity in and of itself should not be the goal of a war machine.
