Afaik, 1st border crossing is just a misdemeanor. 2nd attempt is a felony. Given the rates at which people are deported and re-deported, I'd say its perfectly reasonable to stop a given group of illegals and hold them until CBP or your local Sheriffs office can respond, more-so, if they end up being in possession of drugs.
