I would keep them with their parents, and subsidize their schools to have sports and shooting teams. After they turned 18, I would convince them to join the military in order to pay for school. Then I would groom them into ranger school canadate and push them towards a SFAS.
I would let them get a few deployments and years with SF under their belt. And convince them to do the 1st SFOD-D selection course. If he can get into delta, He'd already be in the top 0.00000001%

The kids should be separated from ages 8-10 to focus on specific training. Smart kids should be focused in training on STEM while athletic kids should be trained for combat. Now we're in an age when tech defeats muscle

From birth, they are genetically modified to be within strict weight and height limits and given protein and testosterone supplements from age 5, all children are educated from this age, every day is consumed with passive workout regiments while still having more than adequate recreational time, and all staff are required to treat the children respectfully, at age 10 they start martial arts training, at this point yearly physical exams are mandatory, if a child fails behind a certain margin they are removed from the program and are adopted.

At the age of 22 the soldiers must receive more specific training for combat roles, (hand to hand combat, radio technicians, aircraft teams, special operations) after this training all soldiers are given the option to quit the program with a guaranteed minimum wage salary for the next 10 years, but if they do not quit, for every tour, or year in service their salary increases by 10k each year and the pay period is extended by 5 years, after 10 years of service all payment levels out, and all soldiers are required to retire or seek a higher ranking position involved more in strategics, or command.

Well, first off, you'll want to kidnap people with violent tendencies. Really bad ones, specifically, the kind that makes people into mass murderers. You want people who will continue to do what you want them to when they have the option to leave, so no regular people/psychopaths (they'll just go AWOL at first opportunity) and no combat-drug addicts (if they can't do the mission, they'll try and kill you). They will have continued loyalty because you give them skills, protection, and an outlet for their bloodlust. You actually don't need to get them from birth for this, you just need to get someone with the right disorder and get them young. 5-10 is perfectly acceptable. No women, they are far less likely to both have the right disorder and have enough strength of mind and body, and will cause problems in the units.
Now starts training. Physical training, obviously, but also mental training for things like math and chemistry, and skill training for things like infiltration and assassination. You might be able to wrangle enough guys together to beat the local security, but definitely not the nation's military, so you're stuck with subtler methods. Your soldiers, as serial killers, are likely to try and kill each other or the faculty. In training, have the reward for good work be free reign over the bodies people from the outside you've kidnapped and brought to the school. Give them all a couple to keep them going when they aren't learning directly violent skills. It's not cost-effective, but that's not what you asked. Focus heavily on direct, man-to-man fighting, with guns and knives, both to keep morale up and to make them really, REALLY good at it. Their teams should be four strong and set in virtual stone, with it being very hard to get someone moved in or out, and a lot of personalization of the symbols they use like banners and callsigns. After they have been doing this for years and are quite skilled, you can have them start doing things. Send them in the same teams of four. Clearly define how much collateral damage they are allowed to cause and whether it should look like an accident or not. They are likely to murder the whole fire department and set the whole city on fire to kill their target if you don't. Even if you do do that, they are liable to killing bystanders for personal pleasure. If you set them to a task, though, they can personally depopulate a skyscraper to do it, and that's not all. They have the fighting skills to chew through people with just a knife, and a gun makes them even more dangerous. Sniper rifles, poisoning, and bombs are also on the table. If the police interfere with their operations, they can outfight handily them until they reach an evac point, especially if you give them solid weaponry. They will be able to assassinate most important people, can bring cities to their knees in mere days with surgical strikes on infrastructure, and can leave as much evidence as they want.
Defection means losing the help in covering up their violent tendencies, and death means that their allies and friends of a decade are in serious danger due to being down a man. They will fight like lions and have the skill to back it up.
Some other things to consider: they are an utter menace to society. If one starts to lose dedication or proficiency, you can't let them loose on the world with their knowledge of everyone's crimes. Quietly have them killed. Don't acknowledge it, just pretend that they asked to leave and you granted their request. These guys will be smart enough to figure out that you're lying, but the fear of it is worse than the thing itself. Don't deploy them alongside other special forces, they'll just fight, and it will be the kind of fight that levels city blocks. Finally, you don't have the manpower pool to perform culls for any but the biggest deficiencies.

It's pretty uncommon overall, but it does happen. Army SF training can't possibly kill anybody, since it's basically just a ton of hiking plus language training. But SEAL's do have drownings and parachute deaths occasionally, but even for them it is pretty rare because instructors watch you like hawks and boot you out of the program the second they think you can't handle it.

Extremely powerful training regimens =/= underfeeding your troops to force them to compete with each other. You don't see groups of SEALS being given a single chili mac MRE and being told to fight for it.

Raise them in something like an English boarding school with less homosexual rape and beatings only for serious offences. The school itself focuses on a variety of skills, but particularly shooting, orienteering, wargaming ranging from simulations at the staff level to paintball style matches. Those who show leadership skill become made prefects responsible for coordinating activities among groups of students.

When each boy is 12 years old they are made responsible for a 7 year old trainee. Getting the "little brother" to class, making sure their needs are met, required to punish, and required to be punished for the faults of their charge. A student who fails in this role, fails, regardless of any other qualities they have. The charges are rotated annually and a student who fails their charge washes out.

All sports and rankings are team based. You have a house points system, where the school is divided into houses, sub divided into branches, sub divided into tents of 4 - 8 boys. Individuals are not ranked, tents are. The tents are shuffled randomly every year.

Basic idea is that what you get out of this system is someone who is used to discipline, knows how to take responsibility for others, knows how to work with a group, as well as knowing all the basic individual skills required of a soldier.

People saying you need to brutalize the kids and only treat them about war from a young age are idiots. Your ideal oper8tors still need to be able to do fucking math and read, and not have their bodies destroyed from injuries sustained from early training. When boys who were to become nights reached about 9 or 10 years old they'd start their training. However, it would be low impact things like kiddie wrestling, basic fitness and non-competitive and probably light contact sword practice. One early aged training practice I remember specifically was piggy back riding. The teacher would hold the student while the student held a "lance" and tried to hit a target has the teacher ran by. Most of their education would focus on reading, writing, math, history and court etiquette. Once they began their adolescence that's when you would get serious about teaching them to fight.

This. Heavy physical training from a young age is as likely to result in a Delta Force Plus as it is a pile of permanent muscle damage. If you try to beat the world's various SpecOps groups with bigger muscles or faster reaction times or more bulls-eyes, you won't get much farther than they already are. They're filled with people driven to be the best, with the resources to get there, and you can only top that by so much. What you need to do is what extenuating circumstances mean Deltas or Green Berets or whatever can't do. I think that that is to choose for brutality and masochism, which is (for a number of very good reasons) untenable for real-world organizations, but would result in soldiers who would fight harder and dirtier than most people are willing to.
I want to stress that actually doing this is a bad idea, but if you're optimizing for best soldiery, that's what you need to do to beat what we already have.
