That said, even if you assume you're giving people assault rifles that happen to feed from a belt, not doing something retarded like giving every soldier a M249, there are problems.
Belt feds are intrinsically heavier, they're much more sensitive to debris, they feed less reliably, belts are unwieldy and they take longer to reload, etc.
Many of these issues can be engineered out when you're not building a machine gun however. Doing this essentially results in the Weapon Powered Magazines theres been some interest in lately
You can have an enclosed belt box that seals the action like a magazine, with a system that actuates the feed mechanism upon insertion. Essentially for the end user it works just like a magazine, but it scales up to large round counts, provides great ammunition density, doesn't have springs that can wear out and take up room and have to be fought to load, and you only have to provide linked ammunition simplifying logistics.
Problem is still weight - mechanism for the rifle is heavy and 30 belt links already weigh half what a magazine does and then you need to add the actuator and the enclosure.

Why not in that case just issue everyones rifle with heavier barrels and a bipod, then give everyone a few hicap magazines, so that they can essentially switch between the AR and SAW role by changing magazine.

The "magazine" can actually be simpler than even a normal magazine, eliminating any precision manufacture like the feed lips. The rifle is a bit more complex, but even with the actuator in the rifle rather than on the magazine, its still basically only as complex as any other belt fed.
And it does have advantages too - for one, making high capacity magazines that aren't garbage.

Because one doesn't necessarily follow the other? Just because its using a belt doesnt mean it *has* to be a SAW.
With current systems, only the SAW is worth taking the extra weight for the benefits of a belt, but that won't necessarily remain true. Especially as things like LSATs reliable polymer links and general weapon weight reduction come through.
Also basically all high capacity magazines are mediocre and they're not large enough to compete with 200rnd belts.
What you end up with is cumbersome as a rifle and inadequate as a SAW

The Canucks and Danes run something like this. It's called the Colt LMG. Giant ass bull barrel with a big aluminum heat sink bolted to it, and the Canadian model fires from the open bolt, but otherwise a stock AR.

1) What alterations need to be made to a semi-auto weapon to turn it into a belt-fed one? It'd be great to get surplus SAW links and turn my AR into a range toy you load on the first and shoot all month. Why do such conversions cost thousands of dollars?

1) it depends entirely on the weapon in question, but it's usually complex since the system needs to advance the belt in addition to stripping the rounds out. Go watch Forgotten Weapons machine gun videos and see how complex some of the feed mechanisms are.

2) again, this depends on the exact weapon in question. For heavy machine guns it's the violence of the action. They have enough thermal mass (or other cooling mechanism) that they can fire constantly without overheating. For light machine guns or assault rifles it's the heat.

3) heavier barrel, ideally one that was fluted to act as a heat sink. that and correct any specific weak points, which are usually in the gas system.
