There is basically zero reason that the US would need to institute a draft for a war with Mexico.

We were running critically low on soldiers during the 2005-2007 era where we were most engaged in Iraq and Afghanistan.

We were down to sending in all of our National Guard and Reserve units, and letting felons and retards into the military on waivers just to keep recruitment numbers high enough.

If we have to invade and pacify a country of 120 million people, a country with a preexisting insurgency and a fanatic hatred of US occupation, we are not going to do that with a volunteer military. We simply do not have the numbers.

In order to pacify that much land, with that many people in it, we will need to have hundreds of thousands, maybe millions of men in theater. Unless a very, very large number of people suddenly decide to volunteer, this will mean reactivating the draft.

However, border delineation isn't as obvious as it might seem, in one sector I was in, I was sure we had crossed the Rio Grande, but it was actually natural runoff from the rain. This occurred in NM so I can't speak to this specific area, just my experience.
