By delegating the authority of military power and its potential use. The commissioned officer corps answers to the President. Congress needs to declare war, but the President can order the IS military to go to war. However, no matter what Congress needs to approve every military budget (Article 2 of Constitution). This way the president can use the military for almost all war emergencies (like if the US gets invaded when Congress is not in session) but then every 2 years the President is betrothed to Congress for them to pass a budget. Technically the President is held accountable by election for use of military power as well as support for money in Congress (who has the power to levy taxes for the Army). Then comes the Nati Guard, they answer only to their Governors and no one else. They can be called into federal service under the 1792 Uniform Militia Act. So then what just prevents Colonel Kurtz from driving a tank to the White House with a battalion? Simply the stability of our wonderful nation and the fact that you would need to do more than just take over the White House to do a coup
