A Ruger Vaquero or Blackhawk in .357 would more than likely be in your price range for $700, and you could probably buy a nice cowboy hat to go along with it as well. It is slower burning, meaning that it takes more to get an equal effect so it is slightly less dangerous in that aspect, while you are almost always required to load a black powder gun from the muzzle (with a few exceptions), meaning that it is slightly more dangerous in that aspect, but all in all I'd say that there isn't much to be afraid of. If he owns several guns and hasn't shot himself yet then he is probably safety-conscious enough for the latter to not be a problem.
