No, it's not an actual Mexican ration. Mexican rations either come in labelled bags (pic related) or in boxes like in this video. All are labelled Ración Diaria Individual de Combate.

The ones with the shitty colourful packaging are mostly used for food aid or just eaten for meals when lazy and were donated several times to the US recently, mainly after hurricanes. The actual boxxed combat ration with no packaging art in the drab coloured box is about on par with most countries with smaller militaries and little (per capita) military spending. Mix of canned and retort goods.
