I'm 100% certain that anything above a 2mm Kolibri is going to be naturally accurate at 15 yards. Considering you want a compact, I'm assuming this is not for precision shooting and purely for self defense, in which case, 5 MOA would be "accurate up to 15 yards" since that will hit a heart 100% of the time and that's as small of a thing you could possibly aim for.
I use a USPc in .45, but the 9mm variant would check all the boxes.
