If they were over friendly territory and it was likey that bailed enemy pilots would be captrued, they'd let them live.

Russian fighter pilots specifically avoided strafing parachuting enemy pilots outside of freak cases, because they received monetary bonus based strictly on confirmed kills. Said confirmation necessarily had to include:
- Reports of wingmates, confirming the kill and not challenging the claim.
- Reports from the land forces of a separate branch, confirming observed kill, i.e. - SEEING THE PLANE GOING DOWN AND THE PILOT BAILING OUT ON A PARACHUTE.
- Reports from the engineering corps on the confirmed wreckage.

Without all those confirmations in place, the pilot could still add a kill to his confirmed air victories score (since that one was kept by the regimental command - you can paint your star as long as comrade colonel is okay with it), but did not receive the compensation - as it was funded directly from the VVS central command funds.

This meant that pilots often did not receive additional payment for kills achieved by gunning the pilot right in the cabin, as ground forces could not confirm that they saw a parachute, and pretty much never received additional payments for kills over enemy land (though they did receive additional bonus based on successful escorting on such missions) or when they were the only ones left from the sortie (thus, no wingman confirmation). The memoirs of Soviet fighter aces are about 40% them recounting the bitter arguing with their wingmen and officers from other branches over confirmed kills and lamenting the absolute mountains of paperwork required to file in to get your dime for a downed Fritz. Killing parachuting pilots over the enemy territory was also not in vogue, since all the way until mid 1944 VVS operated under heavy disadvantage before the Luftwaffe - they were not allowed such detours.

This has about nothing to do with Soviet humanism or respect for the opponent, and everything to do with VVS seeking to pay their pilots as little as possible, but it had a positive side effect of moral image.
