1.) They're usually trying to get something publicized in general society. Shooting politicians doesn't make as much of an impact. Plus, politicians are always replacable in a liberal democracy. Brevik targeted future politicians. Didn't change much did it?
2.) As I said before, a counter-shooter means you're either getting stopped or you're wasting time. Better to focus on soft targets.
3.) Police aren't actually trained to shoot to kill. Even during active shooter situations they are trained to subdue the suspect first.
