I assume you are asking about the tip of the bullet? That is a soft-point bullet. The core is lead but it is mostly covered with copper. The tip has the bare lead showing. Originally it was shiny, but since it's been sitting around for years it now has a dark patina.

also note the interarms headstamp. interarms bought surplus 303, replaced the projectiles with soft point hunting bullets, restamped the case heads, and sold it. Were there any boxes with the ammo? many of them will be marked "bullet changed in Finland".
