Its important to know the difference between Encrypted and Encoded.

P25 is a digital encoded trunked radio standard that supports encryption. If you have a P25 capable radio (or a cheap SDR dongle and the right plugins) you can listen to p25 channels as long as they don't encrypt.
Spoilers, law enforcement is dogshit at actually keeping proper encryption, either someone has fucked their encryption key again, or is just a retard transmitting in clear.

And that's before you even get into jamming, tracking and other fun shit you can do to p25 networks with 2 braincells, a bit of cash and the ability to google instructions.

I hobby scan Police, Fire, EMS, Aviation, and sometimes even Rail feeds in my local area.
Also monitor crime stats for spikes.

Its crazy dumb how easy it is to be able to jam the shit out of emergency services using P25 systems.

Also every purpose built P25 radio will silently transmit a "please repeat" in response to receiving a valid header with a bunch of garbage where useful data should be. With a few cheap receivers you can have live tringulated tracking of cops, ems, and fire. And cops wont be the ones who catch on first. Amateur radio nerds are far more likely to realize whats up than leos.
