The sanctions are on individuals within the Maduro regime, not the country as a whole. The only sanctions on industry started in 2017 in response to Maduro killing protestors. Venezuela was shit long before the US began sanctioning them. It's just been a talking point of communists in the regime and western countries to blame the entire collapse on US meddling instead of the poor management of their only major industry.

It's the thickest, dirtiest, hardest-to-refine gunk on the planet. US refiners spent a lot of money setting up their plants to be able to use it, because it was believed that it would eventually be the last reliable source of oil left.

And then shale happened. And shale is the exact opposite of VZ oil--it's the lightest, sweetest crude ever drilled. And now the US is so awash in it, that the refineries have tossed decades of work out the door and re-tooled to refine the cheap-to-buy, cheap-to-refine stuff coming out of Midland, which means there is very, very little demand for VZ oil from the US--and pretty much none from the rest of the world, because nobody else bothered to make the expensive modifications required to process it.

VZ oil is going to trade at a deficit to any benchmark out there for the foreseeable future. And that has nothing at all to do with sanctions. It's not even really Maduro's fault--but, what IS his (and Chavez even moreso) fault is the pillaging of PDVSA to pay off their buddies and bribe their supporters, when that money was desperately needed just to keep competitive in the oil market.
