I doubt it, but many of their foot soldiers are ex-Mex army soldiers, and the cartels themselves probably have more money to spend on gear than the Mexican government does.

Most Cartel soldiers are kids no bigger than 15-18 yers old, used as “cannon fodder”.
But some “Sicarios” are ex Spec Ops soldiers who were trained by Israel mercenaries. Basically the elite of Cartel soldiers.
They are well armed, well trained and are experts in guerrilla warfare and well known for using terrorist methods against the government

No. Most are not trained at all and are more like criminal "contractors". They get jobs saying kill X person and maybe chop their head off, etc.
Some are extremely well trained, but the average foot soldier is nothing more than a throw away.

The best members of the cartels are just taken from the army.
The layer after that is guys who were trained by the army guys, and (according to rumor) some Israeli mercenaries, in Al Qaeda style training camps out in the jungle.
These days, though, most cartels subcontract out most of the actual violence to local street gangs because they kill for next to nothing, and it creates a layer of morons in between the cartel leadership and the police. So your average killer is just going to be a 17 year old with an AK.

The Mexican government is very, very, very sensitive about having US troops in Mexico, because Mexico is extremely butthurt about the last time US troops were in Mexico.
So Mexicans go to the US to train, the US doesn't go to Mexico to train Mexicans.

OP: the vast majority of soldiers currently serving in Mexico are part of the cartel, they often moonlight as armed security for the plazas controlled by narcos and run cover for them when needed. Why do you think it’s so difficult to apprehend the cartel leaders? It’s because they are always tipped off by the local cops and military.
The only unit worth a fuck in Mexico is the marina and they are equally corrupt

Also, thing is, the Navy officers are pompous assholes, and the fact that they're pompous assholes makes them want to have a VERY good reputation, aka not being corrupt, not wanting any trouble in general, to be promoted faster, there has also been some cases of some corrupt marines being chased and hunted by Navy SF or beaten to shit by fellow marines.
