That being said, the cop here did care about user's rights because the cop asked him to search the car, and user agreed. user waived his right making it perfectly fine.

Every state has these laws on the books. If there is a state administration in charge of issuing driver's license and collecting registration fees I can guarantee there is a law on the books regarding implied consent. If you signed and accepted your driver's license then you should have been informed about this in some way.
