There is a congressional mandate for 11 carriers. The Navy would literally be breaking the law if they retired the Truman prematurely. And they knew that perfectly well when they proposed it. They knew it wouldn't actually happen. But they're playing the Pentagon budget wars game where they have to always pretend that they desperately need more money, even more than the other branches, which are also doing their best to pretend that they desperately need more money.

This ship isn't even halfway through its original service life. The talks of decommissioning her prior to her mid life refit was a matter of cost cutting. Clearly, they found the funds to perform the refit.

Just to clarify: she was originally meant to serve until 2045. She's not being yanked out of the graveyard, she now merely has funding for the originally planned mid life refit she was meant to receive in the next few years.
