What the fuck is that? I was in a 3 section 2x4 watch rotation on top of work for 4 years, and that's just at one command. I have stood more than my fair share of watch. No clue what you are talking about. Can someone educate me?

Depends on who the prior watch is. Sometimes you can turn over with a high five, or a pat on the ass if you're a true patriot and hero. Other times you gotta get down there a half hour early to make sure things are not bumblefucked.

user who worked in an armory as a custodian here.
1. Our H&S custodian would clean it every few weeks for shits and gigs when there was lots of down time
2. Duty ammo changes every 6 months. At least in my Bn it did
3. Ammo is supposed to be checked everytime it's returned and issued. Also the Ammo Techs check the the lot numbers of the rounds quarterly. Don't fuck with the ammo, it's accounted for regularly

Armorer here and this. All the issued weapons get cleaned monthly in our unit or whenever they're fired on range.
Our security rounds are exchanged every six months by the S4's ammo tech.
Rounds are tracked in a logbook whenever they're issued out and every month a random Staff NCO has to inventory everything including our ammo and they verify the batch numbers on the rounds too.

tl;dr rounds are accounted for like any other serialized gear
