The Soviet Union designed a small, flat automatic pistol, the PSM, for a bottlenecked 5.45 cartridge. It was designed to penetrate light body armor but was limited by being a blowback design.
Maybe a small, hard bullet encased in a sabot loaded into 32ACP or 380 would accomplish something similar.
