If an aircraft carrier had to go up against anyone but goat herders, it would be turned to scrap. Missiles are cheaper, faster, and more effective at hitting what you want around the world.

They've scaled back procurement as it is. Buying a new carrier is unthinkable. And it would likely need to be a clean-sheet design.
Carriers are quite well protected in battlegroups where systems like Aegis can assist. And they remain one of the most useful ways of projecting power abroad. It's understandable that Russia can't afford to buy them.. It's a poor country with a regressing populace, and it's only declining further.
