That was centered on removing the regime in Iraq, not Afghanistan. Also, as the other poster said, Al Qaeda was very much a known terrorist group that had attacked the WTC before. PNAC was dumb, but Afghanistan is pretty straightforward over all. The biggest issue is a lack of any path to maintain the status quo after the US and its allies leave.

I've a pax onboard a c130 carrying a bunch of Afghan officers. Before they got onboard we had to search them, take all their weapons and make them sit at the opposite end off the the plane with a bunch of armed guards in between them.

That code extends solely to their village, or region at most. The north and south are split, with the actual Afghan military consisting of mostly US-supporting northerners. Meanwhile, the self-defense militias established in southern villages often consist primarily of Taliban. On top of that, despite its rather long history as an independent country, Afghans have never seen themselves with a national identity of any sort outside of major cities.
