Confirmed for never having grown potatoes.
Potatoes don't usually make tubers any higher than the level at which the seed potato was planted. Earthing up is just to keep the tubers from going green.
Youd be better off making a longer shallower planter about 20cm deep. Then you can plant something else after the potatoes.

Taters need water and nutrients to grow. When you add more dirt you're making it harder for the taters to get the stuff they need, so you kill them. Doesn't matter if the leaves are above the dirt.

This only works with a particular type, and there's no way to know you're buying that type. A lot of people tried this, broke the box open at the appointed time, and saw little tiny potatoes that needed more growing.
That said, raised gardens (this same thing but not taken to an extreme) are good.
