I've seen DPMS and Diamondback AR10s at my local gun shops under 700 dollars pretty regularly, they have clamshell handguards and no optic but both of those are pretty easy and cheap to fix. Also you can get a PTR or C-308 for around 700 or so. Although I've seen people talk shit about C-308s before.

Burris RT-6 is a solid scope. I own one and love it. It's on my Tavor right now.
Don't know about Vortex, they have the strike eagle but a coworker of mine said things got fuzzy when you went to full power. The Burris has better glass i believe.

I have a GIR. There are clamp on rails that are fine. The rail ruins the aesthetics and I wish I got a GI instead .

Mine hasn't had any issues, but I've only got like 500 rounds through it. The people I know with FALs also seem to think DSA is fine - even the guy with a real FN FAL said DSA's probably the best option if you just want a shooter. It seems like a lot of the problems are now in the past and they generally seemed to be more related to DSA pushing out its lowest quality receivers to sell to other builders while they kept the best ones for the guns they were selling.
I'd say the biggest selling point of DSA (apart from the new-production everything having a nicer finish than most parts kits) is that they're the only option with a warranty, so you're not completely fucked if you do get a lemon. If you don't know enough to pick a good gun out of the parts kit builds on the market, I'd say DSA's your best bet.

One thing to note if you're thinking of getting a DSA is that they tend to have a fairly long lead time on rifles, as they build them to order. When I got mine last year the lead time was 6-8 weeks and now it's supposedly pretty long due to the surge of orders they got for their Israeli FALs.

SCARs are no more than $2000 worth of materials and labor, if that. They're cool, but anyone with half of an average IQ could build an AR-10 that's better in every way including an optic for the same price, possibly a bit cheaper.
